Asbestos and Hazardous Materials
Throughout Australia each State or Territory has requirements surrounding the identification for asbestos and other hazardous materials (including lead paint/dust, Synthetic mineral fibres (SMF) and Polychlorinated biphenyls (PCB’s)).
The identification of asbestos and hazardous materials is paramount to minimise any risk of exposure to human health. This is documented extensively by regulatory bodies including SafeWork, the EPA and Councils.
PRA have extensive experience in identifying hazardous materials prior to demolition or refurbishment works, helping clients both mitigate health risk and financial risk. This is typically called a Destructive Hazardous Materials Audit or in Victoria a Division 6 Audit.

WHS Property Assessments
Throughout Australia, facility owners, property managers and employers are faced with legislative obligations relating to the provision of safe environments for their occupants, visitors, contractors and staff.
PRA undertake WHS property assessments on behalf of our clients to help them meet legislative requirements.
Our complete property risk assessment covers the inspection and identification of the following compliance items:
- Asbestos and hazardous materials;
- Dangerous goods and hazardous substances;
- Radio frequency radiation;
- Slips, trips and falls – including heights access systems and ladders;
- Fire safety systems – including emergency exits, smoke alarms and fire hydrants;
- Confined spaces;
- Plant safety – including cooling towers;
- Indoor air quality; and
- Car park and traffic management.
Property Risk Assessments
In addition to compliance related items, there are also significant environmental, fire-related, and asset liability property risk issues pertaining to premises. In order to gauge the overall level of risk of the property against acceptable risk exposure criteria we have devised the Property Risk Assessment. This assessment is part of an overall risk management review, which is designed to compare the risk levels of properties; and identify priority issues requiring immediate risk control measures.
Elements that are audited and risk reviewed during the inspections include:
- Fire Safety – Fire sprinkler systems, manual firefighting systems, fire detection systems and evacuation signage;
- Health, Safety and Environmental – Dangerous goods / bulk fuel storage, waste disposal, ozone depleting substances and radio frequency radiation and overhead trees;
- Structural – Major structural defects, termite presence and general building repair;
- Asset liability – Access routes, floors and stairs, falls / heights, traffic management; and
- Car park and traffic management
After completing the workplace health and safety assessment PRA compile an in-depth report (with photographs, risk and compliance summaries) outlining the potential hazards within your property. Our experts also provide recommendations to help you manage/mitigate identified compliance and risk issues identified enabling timely action and close out.

Audits also include subcontractors and third-party personnel interactions on the project (i.e. designers & project managers) where applicable. These audits are designed to keep the main contractor (and associated subcontractors) in-line with their requirements as per their WHS Management/Project Plan by reviewing the following applicable criteria for the project:
- Management Plan – System Overview/Minimum Requirements;
- Site Personnel Responsibilities;
- Risk Management;
- Communication/Consultation;
- Training/Competency;
- Incident Investigation and Corrective Actions;
- Emergency Preparedness and Response;
- Sub-contractor Management;
- High Risk Work;
- Audits & Review;
- Site Security and Establishment;
- Traffic Management;
- Hazardous Chemicals;
- Plant and Equipment;
- Health Surveillance Monitoring or Programs;
- Health/Hygiene & Haz. Materials; and
- Consideration of Safety in Design.
Audits can be conducted on commencement, periodically or at random subject to your requirements. After completing each audit we provide you a summary of findings, a full report (with photographs and action table) outlining Conformances, Non-Conformances and Observations. Our experts also provide recommendations to help you manage/mitigate identified risks whilst undertaking the audit to improve and encourage the timeliness of action close outs.
